Professional Background

Stephen H. Pugh is President and one of the founders of Pugh, Jones, Johnson, & Quandt, P.C. His practice includes real estate, general and complex commercial litigation, public finance as well as representing local government entities. Mr. Pugh served as law clerk to the Honorable James B. Parsons, United States District Court, Northern District of Illinois, and as a Special Trial Attorney in the Honors Program for the United States Department of Justice. He also has the distinction of having tried the first civil RICO jury trial in the Northern District of Illinois. He was associated with the law firm of Chapman and Cutler and served as partner from 1983 through 1991.

Mr. Neal’s practice concentrates in eminent domain litigation, real estate, zoning and land use. Mr. Neal is a member of the trial bar of the federal court and is admitted to practice before the Illinois Supreme Court and the United States District Court of the Northern District of Illinois. He has also represented many major developers of downtown properties on zoning and land use matters.
